Special values for timeout_in_ms.

• WAIT_FOREVER : no timeout
• WAIT_IMMEDIATE : do not block
• WAIT_SPECIFIED_BY_XCT : use the per-transaction custom timeout value
• WAIT_SPECIFIED_BY_THREAD : use the per-smthread custom timeout value

To set the smthread_t's timeout, use smthread_t::lock_timeout.
