PREEMPT
Specifies when a machine enters the Preempting state
Must handle two cases (and usually has two separate terms in the expression):
- WANT_SUSPEND is True, and the job has been suspended longer than the owner wants
- WANT_SUSPEND is False, and the owner is using the machine again
