Though we haven't found anybody focusing on colored pencils, lots of
people are studying other non-photorealistic rendering techniques:
Philippe Decaudin
did quite a bit of work in the area of cartoon rendering. He also
provided the algorithm we use for letting OpenGL calculate our normal
vectors for us.
Brown
University has its own research group for NPR. They do some
exiting things...

is a system for real-time 3D sketchy modelling. Check it out!
