Statistics Department Computer Equipment Purchasing Policy

All computer equipment purchases that are intended for use within the Department of Statistics and are purchased with University-related funds need to be ordered through the StatLab. In order to maintain accurate inventory records, and to ensure that the equipment purchased complies with current computing standards, the Statistics StatLab will need to be made aware of all computer equipment purchases.

PROPERTY OWNERSHIP

It is University policy that all equipment purchased under any funding source is property of the University of Wisconsin System, Board of Regents (http://www.bussvc.wisc.edu/acct/policy/property/propuni.html). Please check your individual grant awards about property ownership. In some cases, the award specifically states who retains rights to the property. In some rare cases, it may go to the individual, or the sponsoring agency.

Property ownership is defined as follows: “Title to or ownership of all property acquired by the University of Wisconsin is vested in the Board of Regents. The only exceptions to this policy includes gift funds where the sponsor retains title to the property acquired under the agreement, or, in the case of federal funds, where the sponsoring agency retains title to the property. In these cases, the Board of Regents assumes custodial ownership of the property. Under no circumstances does equipment become the property of University faculty or staff.”

STATISTICS DEPARTMENT POLICY ON COMPUTERS

It is the Statistics Department's responsibility to maintiain accurate information regarding all equipment that is owned. Therefore, all laptops, computers, printers, scanners, and other devices need to have their serial number and other specifications recorded. Should the equipment be lost or stolen, the information retained will be available to assist in insurance claims and police reports. If equipent is to be taken offsite for long term use, it is University policy to fill out the Off-Campus Equipment Verifcation Form from Property Control (http://www.bussvc.wisc.edu/acct/forms.html#ocevf). This form will be kept with the department records for computer equipment.

All retired, broken, or end-of-life equipment must be returned to the Statistics Department. It is University policy that all equipment be submitted to SWAP for recycling. Under no circumnstance can Universitiy-owned equipment be acquired by faculty, staff, or students unless otherwise stated from the funding source. COMPUTER-RELATED PURCHASE

To make a computer-related purchase in the Statistics Department, the following steps need to be followed: 1. Check with Denise Roder regarding your funding sources and their related policies. 2. Send desired equipment purchase information to the StatLab at lab@stat.wisc.edu, or stop in room 1280. The StatLab will assist in offering specifications and recommendations that are compatible with other hardware and software maintained by the department and CSL, as appropriate. 3. StatLab will submit the equipment purchase order to Denise Roder for purchasing. 4. All computer-related equipment that arrives will be delivered to the StatLab for inventory. When inventory is complete, and all forms (e.g. Off-Campus Equipment Verification Form) have been signed, the equipment will be turned over to the user.
